Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor is the principal status holder: D-7 to D-9 holders, E-1 to E-7 holders and D-1, D-5, D-6 holders can invite spouse and underage children as F-3; a D-2 student must be staying more than 6 months at a Korean university pursuing a bachelor's degree or higher; a point-system Job Seeker (D-10) can do so only if the principal's total score is 80 points or higher.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

F-3 status lasts during the period of accompanying the principal, and work is not permitted: employment and profit-making are not allowed in principle, except that those who obtain advance permission may work as foreign language conversation instructors (E-2), foreign school teachers (E-7) or foreign language proofreading staff (E-7) at government agencies, public organisations, etc. The official source does not state the application process or how an F-3 family member can obtain an independent or longer-term status.
