Which citizenship, status or regional agreement creates the person's right to move/reside?

This route is the right of permanent residence for a third-country national who is a family member of a Union citizen, after residing together with that sponsor in Slovakia.

    RIGHT OF PERMANENT RESIDENCE A family member of an EU citizen is eligible for permanent residence if they continuously reside with the sponsor for five years, and less than five years if the sponsor is eligible for permanent residence.

The family member resides as a family member of a Union citizen who meets one of the residence conditions (work, self-employment, study, sufficient means with health insurance, or seeking work) and whom he/she accompanies or joins.

What entry, registration or residence-document formalities remain?

Family members of EU citizens must report the start of their residence to the Foreign Police within 10 working days of entry, and apply for a residence card within 30 days after three months from entry; the application includes a valid travel document, a document proving the family relationship with the sponsor, the sponsor's registration certificate and other documents proving the family-member definition.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

A family member of an EU citizen is a third-country national who is: the spouse; a child under 21 or dependent child (also of the spouse); a dependent relative in the direct descending or ascending line (also of the spouse); another family member dependent in the country of origin, a household member, or one dependent on care for serious medical reasons; a partner in a lasting, duly attested relationship; or a third-country national returning to Slovakia with a Slovak citizen from another Member State where they resided. Family members of Slovak nationals are otherwise usually not covered.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

Permanent residence for a family member normally follows five years of continuous residence with the sponsor, or earlier if the sponsor qualifies for permanent residence sooner; the underlying residence document otherwise expires if the holder is absent from Slovakia for more than six months total in a year.
