Which family relationships qualify?

The qualifying family member is a third-country national child of a Maltese parent who was residing in Malta before reaching the age of 21, is largely dependent, physically or financially, on the Maltese parent, and has no alternative eligibility for a residence permit on their own merits.

The sponsor is the Maltese parent; the policy requires the applicant and Maltese parent to reside at the same address.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The non-Maltese national must prove stable and regular resources not obtained through recourse to the social assistance of Malta, deemed sufficient if higher than social assistance benefits and evidenced by payslips, FS3, bank statements or other documents. The standard documents for all Temporary Permits also apply, including a copy of a lease agreement signed by landlord and tenant as proof of accommodation and, at the time of biometrics, a health insurance policy with a minimum coverage limit of €100,000 valid for the entire period of stay in Malta.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Applications are submitted online through Identità's online application portal. A Child of a Maltese National may access employment provided they obtain a Jobsplus license. The permit is not automatically renewable and is not renewed year upon year without reviewing the holder's current circumstances; the application fee is €50 per year of permit.
