Which travellers require a transit visa/permission and which officially documented exemptions are important?

Visa nationals need entry clearance in advance of travel to Jersey for any purpose: nationals listed in the UK Immigration Rules Appendix Visitor, stateless people, and people travelling on a document other than a national passport (unless issued by Jersey or the UK). A Transit Visitor does not need entry clearance if travelling on an emergency travel document issued by a non-listed country and transiting to their country of ordinary residence. Holders of Hong Kong SAR, Macao SAR or Taiwan passports (Taiwan passports with the identification card number) and Holy See service or diplomatic passport holders do not need a visit visa, subject to VN(J) 2.3.

If permission is required, what permission is it, where/how is it obtained, and what core onward-travel evidence is required?

Entry clearance as a Visitor is applied for online on the gov.uk website on the form specified in the United Kingdom Immigration Rules, while the applicant is outside Jersey and to a post designated to accept such applications. The application must include any required fee, any required biometrics and a passport or other document establishing identity and nationality. The official source does not state the onward-travel evidence required for a Transit Visitor.
