What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Leave to remain in Jersey as a stateless person, with indefinite leave to remain available to an applicant who meets the requirements of paragraph 407.

Which population, circumstances or geographic group does the mechanism cover?

A person who meets Article 1(1) of the 1954 UN Convention relating to the Status of Stateless Persons (not considered as a national by any State under the operation of its law), who is in Jersey, and who is not excluded under paragraph 402 — for example because they currently receive protection or assistance from UN organs or agencies other than UNHCR, or are recognised by their country of former habitual residence as having the rights and obligations of its nationals.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

The person makes a valid application to the Minister for limited leave to remain as a stateless person and must obtain and submit all reasonably available evidence so that the Minister can determine whether they are stateless. The official source does not state the application form or channel.

What happens after the request: registration, family handling, major support and rights where officially stated?

An applicant recognised as stateless may be granted limited leave to remain for up to 30 months. Indefinite leave to remain requires a valid application, a last grant of stateless leave and a continuous period of 5 years in Jersey with lawful leave. Family members (spouse, civil partner, unmarried partner of 2 years or more, and a child under 18 who is not married or a civil partner, not leading an independent life and has not formed an independent family unit) may apply to the Minister for leave to enter or remain, with entry clearance if seeking leave to enter.
