Which family relationships qualify?

The spouse or civil partner, or the unmarried partner, of a person present and settled in Jersey or being admitted for settlement on the same occasion.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor is the applicant's spouse or civil partner who is present and settled in Jersey or is being admitted for settlement on the same occasion. A member of HM Forces serving overseas, a permanent member of HM Diplomatic Service or comparable UK-based British Council staff member on a tour of duty abroad, or a Department for International Development staff member who is a British citizen or settled in Jersey, is regarded as present and settled in Jersey. Neither the applicant nor the sponsor may be under 18 on the date of arrival or grant.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The parties to the marriage or civil partnership must have met; each must intend to live permanently with the other and the marriage or civil partnership must be subsisting. For an unmarried partner, the parties must have been living together in a relationship akin to marriage which has subsisted for 2 years.

What important financial, accommodation, insurance or maintenance responsibilities apply?

There must be adequate accommodation for the parties and any dependants, without recourse to public funds, in accommodation they own or occupy exclusively, and the parties must be able to maintain themselves and any dependants adequately without recourse to public funds.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Appendix FM(J) governs applications made on or after 1 August 2014 (Part 8 applies only to earlier applications). A valid entry clearance for this purpose is required; a successful spouse or civil partner may be admitted for an initial period not exceeding 33 months, then granted an extension of up to 30 months. Indefinite leave to remain requires, among other conditions, completing 60 months as the spouse or civil partner of the settled person. The official source does not state work rights or other conditions attached to the leave.
