What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

EU temporary protection: an exceptional measure under the Temporary Protection Directive 2001/55/EC for mass influxes of displaced persons unable to return; for displaced persons from Ukraine it has been extended in the EU until 4 March 2028. In Czechia it is granted as a temporary-protection visa sticker.

Which population, circumstances or geographic group does the mechanism cover?

Ukrainian citizens who lived in Ukraine until 24 Feb 2022 and left; third-country nationals and stateless persons with international protection in Ukraine before that date; their family members who were with them; and permanent residents of Ukraine who cannot return safely. Since 5 Aug 2026 men aged 18-60 with Ukrainian military obligations must prove they fulfil them. Protection can be held in only one European country.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

In-country application at a Regional Assistance Centre for Ukraine (KACPU); family-reunification and exceptional cases go through the local OAMP branch by appointment. Required: form, valid biometric passport if available, proof of presence in Ukraine until 24 Feb 2022 and departure, accommodation document (if not in a shelter) and a photo if available.

    If you have arrived after 24 February 2022 , you can apply for temporary protection at one of the Regional Assistance Centres for Ukraine (Krajské asistenční centrum pomoci Ukrajině — KACPU).

    You can also apply for temporary protection for family reunification reasons, or exceptionally in other cases. Contact the Ministry of the Interior’s Department for Asylum and Migration Policy ( OAMP MV ) branch in your area and book an appointment regarding your specific case.

Your documents will be included in the case, so it is recommended to provide a certified copy of the agreement. - Passport-sized photograph (45 × 35 mm) (if available).

What happens after the request: registration, family handling, major support and rights where officially stated?

Holders receive a visa sticker; they may stay legally during the validity of protection, have free labour-market access and mandatory public health insurance giving access to health care; children aged 6-15 must attend school. Changes of personal data must be reported to the Ministry within 3 working days. If official residence is registered at a local Ministry of the Interior office address, temporary protection expires in 90 days.

Competent authorities: the Ministry of the Interior (OAMP) and the Regional Assistance Centres for Ukraine (KACPU, coordinated by the Ministry; phone +420 974 801 802). The official Information Portal for Foreigners (IPC) carries updates; UNHCR legal partners give legal assistance.
