What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A statelessness determination procedure: an application to be recognised as a stateless person. It is separate from asylum; if asylum is applied for, the asylum application has priority and the statelessness procedure is suspended.

Which population, circumstances or geographic group does the mechanism cover?

People who do not have a nationality (not citizens of any country), who may have become stateless e.g. by losing documents while fleeing war, gaps or restrictions in nationality laws, dissolution or creation of states, discriminatory deprivation of nationality, obstacles in civil and birth registration, or armed conflict.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

A direct written application at an office of the Ministry of the Interior's Department of Asylum and Migration Policy (OAMP); there is no form - a letter explaining why the person believes they are stateless, with supporting documents if available.

What happens after the request: registration, family handling, major support and rights where officially stated?

The Ministry either decides directly or invites the applicant to an interview and investigates. A first application gives a certificate allowing regular stay during the procedure and serving as ID. After 6 months from filing, the applicant can apply for a work permit (for a specific job). An asylum application takes priority and suspends the statelessness procedure.

Which competent authority, UN body or official assistance channel should the person use?

Applications go to the Department of Asylum and Migration Policy (OAMP) office, and the Ministry of Interior decides. Free legal information and assistance is available from UNHCR's NGO partner, the Organization for Aid to Refugees (OPU), and UNHCR can be contacted by e-mail.
