Applications are normally made at a Czech diplomatic mission abroad (in Czechia only under statutory conditions). The permanent status is not time-limited; the card is issued for 10 years (5 under age 15) and can be extended repeatedly. Holders get free labour-market access, public health insurance and social-welfare rights.
