What important financial, accommodation, insurance or maintenance responsibilities apply?
The stay-document fee is CNY 160. This infant-specific provision does not set a minimum income or an insurance or accommodation amount.
How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?
Apply to the public-security exit-entry authority with the required documents; permitted representation is available. The acceptance/decision period is at most seven working days. Stay is aligned with the parents. Where objective reasons prevent departure before expiry, a replacement stay document may be requested with the applicable supporting evidence. This provision does not establish independent or permanent status.

（一）申请。外国人申请停留证件的签发、换发、补发，应当由本人到公安机关出入境管理机构办理相关手续。符合有关规定的，可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请。

（二）受理。应做到材料一次收清、内容一次审清。经审查，外国人签证证件申请符合受理条件的，应当受理并出具受理回执，并在受理回执有效期内作出是否签发的决定。停留证件申请的受理回执有效期自受理之日起不超过7个工作日。申请签证证件手续和材料不完备的，公安机关出入境管理机构应当一次性告知申请人所需要履行的手续和补正的申请材料。

6、持有停留证件的外国人，由于客观原因无法在停留证件有效期内离境的，可以申请换发停留证件。申请材料和换发要求按照前述规定办理;
