2. Copies of relevant awards and achievements.
Yes, a recommendation is required: the NIA guide lists a copy of the Recommendation Letter among the materials for special personnel, and under the NIA facilitation measures published by Beijing police, high-level talent and foreigners with major outstanding contributions or specially needed by the State apply for permanent residence on recommendation by national competent departments, provincial governments or key development-zone authorities.
(III) For special personnel 1. A copy of the Recommendation Letter;
1、对外籍高层次人才、有重大突出贡献以及国家特别需要的外国人，经国家有关主管部门、省级人民政府或国家重点发展区域管理部门推荐，可向公安机关出入境管理部门申请在华永久居留。上述人员的外籍配偶和未成年子女可随同申请。
Approval grants permanent residence and the right to reside and work using permanent-residence documents under Article 48. A qualifying spouse and unmarried children under 18 may apply through the linked family category. The approval provisions do not waive separate professional or business licensing requirements.
第二条 外国人在中国永久居留是指外国人在中国居留期限不受限制。
（四）本款第一项、第二项、第三项所指人员的配偶及其未满18周岁的未婚子女；
第四十八条 取得永久居留资格的外国人，凭永久居留证件在中国境内居留和工作，凭本人的护照和永久居留证件出境入境。
This is a direct permanent-residence application, with a decision within six months after acceptance. Adult cards are valid for ten years and minor cards for five; the status itself is indefinite. Card renewal and the three-month annual presence rule remain applicable, subject to the approved absence exception.
第二条 外国人在中国永久居留是指外国人在中国居留期限不受限制。
Public security organs shall make decisions on approval or disapproval within six months from the date of accepting applications from foreign nationals for permanent residence in China.
被批准在中国永久居留的未满18周岁的外国人，发给有效期为5年的《外国人永久居留证》；被批准在中国永久居留的18周岁以上的外国人，发给有效期为10年的《外国人永久居留证》。
第二十条 被批准在中国永久居留的外国人，每年在中国累计居留不得少于3个月。确因实际需要每年不能在中国累计居留满3个月的，需经长期居留地省、自治区、直辖市公安厅、局批准，但5年内在中国累计居留不得少于1年。
第二十三条 持有《外国人永久居留证》的外国人应当在证件有效期满前1个月以内申请换发；证件内容变更的，应当在情况变更后1个月以内申请换发；证件损坏或者遗失的，应当及时申请换发或者补发。
