What exact activity, role or purpose qualifies?

This is not one uniform Belgian work-permit route. In Flanders, it covers a foreign minister serving one of six nationally recognised denominations (Roman Catholic, Protestant-Evangelical, Anglican, Jewish, Orthodox or Muslim) in a local community recognised by the Flemish Government. Wallonia publishes a category for recognised ministers serving a local community, while Brussels-Capital has its own non-EU minister-of-religion category. Eligibility and procedure therefore depend on the region of employment.

What organisation, institution, religious body, charity, teacher or host must support the activity?

RELIGIOUS: In Flanders, the minister must serve a Belgian-recognised religious community (Roman Catholic, Protestant-Evangelical, Anglican, Jewish, Orthodox or Muslim), and the local community must be located in the Flemish Region and recognised by the Flemish Government. The minister may not be remunerated directly or indirectly by a foreign government. The Walloon passage concerns ministers recognised within a local community and excludes posted workers.

What proves the placement, role, affiliation, experience or cultural/religious/voluntary activity?

Proof varies by region. Flanders lists an employment contract or appointment and proof that the local community is recognised; its guidance also describes remuneration evidence. Wallonia asks for proof of the recognised community and the minister's appointment by the SPF Justice or a recognised representative, including mission duration and means of subsistence. Brussels asks for proof of recognised cult and minister status through an SPF Justice designation or the Belgian cult leader, with mission duration, and evidence relating to remuneration within a local religious community.

Can the person receive salary, pocket money, accommodation, meals or reimbursement? Can they undertake other work?

RELIGIOUS: The Flemish guidance requires at least the applicable sectoral minimum wage, never below the guaranteed average minimum monthly income, and prohibits direct or indirect foreign-government remuneration. The Brussels passage requires proof of remuneration by FPS Justice within a local religious community. The official sources do not state whether the minister may undertake other work.

How long can they stay, can they change host/activity, can family accompany, and can the status be extended?

Wallonia expressly limits this category's authorisation to a maximum of 12 months and says it is renewable. Brussels' published category instead distinguishes duration and residence status, without stating a category-specific maximum on that page. Flemish guidance ties competence to the workplace and requires a new permit if the place of work changes; the precise validity and renewal depend on the permit granted. The official sources do not establish an automatic family-accompaniment right or a general second-employer permission; family reunification is a separate process.
