What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This route is refugee status recognition under Zimbabwe's Refugees Act [Chapter 4:03]; any person within Zimbabwe, whether they entered lawfully or not, who wishes to remain as a refugee must apply to an authorised officer for recognition of that status.

    Any person who is within Zimbabwe, whether he has entered Zimbabwe lawfully or otherwise, and who wishes to remain within Zimbabwe as a refugee in terms of this Act shall apply to an authorized officer for recognition of his status as a refugee.

Which population, circumstances or geographic group does the mechanism cover?

Covers persons outside their country of nationality owing to a well-founded fear of persecution for reasons of race, religion, nationality, membership of a particular social group or political opinion; stateless persons outside their country of former habitual residence who cannot or, owing to such fear, will not return; and persons compelled to leave their habitual residence owing to external aggression, occupation, foreign domination or events seriously disturbing public order. The Minister may also declare a class of persons to be refugees.

    (2) Subject to subsection (3), if the Minister considers that any class of persons are refugees as defined in paragraph (a), (b), (c) or (d) of subsection (1), he may declare such class of persons to be refugees, and may at any time amend or revoke such declaration:

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

It is a direct application to an authorised officer (every police officer and every immigration officer is one). An officer who is not an immigration officer must notify an immigration officer as soon as possible; within five days the officer forwards the application and any supporting documents to the Commissioner, who refers it without delay to the Committee (the Zimbabwean Refugees Committee).

What happens after the request: registration, family handling, major support and rights where officially stated?

The Committee must consider each referred application within thirty days unless impossible or inexpedient, and may inquire further; after considering the Committee's advice the Commissioner recognises or refuses to recognise the applicant and notifies them. The applicant and every family member may remain in Zimbabwe until recognised or, if refused, until the right of appeal is exhausted; no proceedings for unlawful entry or presence may be brought against them until the application is decided. A recognised refugee gets an identity card and may remain; family members who have entered get an identity card and may remain as long as the refugee may. Recognised refugees and protected persons have the same wage-earning employment rights as non-citizens generally, and the Minister may designate areas where refugees, applicants and their families must live.

    (3) Unless it is impossible or inexpedient to do so, the Committee shall consider every application referred to it in terms of subsection (2) within thirty days of the application being so referred, and may, either within such period of thirty days or thereafter, make such inquiry or investigation as the Committee thinks necessary into any such application.

    (3) Subject to this Act, every recognized refugee and every protected person within Zimbabwe shall, in respect of wage-earning employment, be entitled to the same rights and be subject to the same restrictions, if any, as are conferred or imposed generally on persons who are not citizens of Zimbabwe:

Which competent authority, UN body or official assistance channel should the person use?

The competent authority is the Commissioner for Refugees, who decides recognition. A person refused recognition may appeal in writing to the Minister within seven days of being notified; the Minister confirms or sets aside the decision and that decision is final. Before deciding an appeal, the Minister may invite the representative in Zimbabwe of the UN High Commissioner for Refugees to make oral or written representations.
