Which family relationships qualify?

A child or dependant of a person holding a valid Residence Permit or of an established resident. The prescribed residence permit application form describes this category as a child or dependant under the age of twenty-one years, while the Department of Immigration page describes a dependant who is 21 years old or below; the two official texts are worded differently for a person aged exactly 21.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor must hold a valid Residence Permit or be an established resident, that is, a non-citizen, non-prohibited immigrant ordinarily and lawfully resident in Zambia for the four years immediately preceding (with exclusions such as time in prison).

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Applications are made to the Director-General of Immigration in the prescribed manner and form; children can also be added to an existing Residence Permit by variation (covering letter, certified birth certificate, passport copy, photograph, fee). The Residence Permit confers permanent residence. The permit ceases to be valid if the holder fails to enter Zambia within six months of issue (or a later endorsed date), is absent for more than six months without notifying the Director-General of Immigration in writing, or is absent for any period in excess of twelve months.
