What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Asylum: the Asylum Seeker's Permit is issued to a person seeking asylum in Zambia, i.e. shelter and protection granted by the Government to persons seeking refugee status; it is valid for thirty (30) days from issue.

Which population, circumstances or geographic group does the mechanism cover?

Persons outside their country of nationality with a well-founded fear of persecution for reasons of race, religious beliefs, nationality, membership of a particular social group or political opinion; stateless persons outside their former habitual residence unable or unwilling to return for such fear; persons compelled to leave because of external aggression, occupation, foreign domination or serious disturbance of public order; and persons whose life, safety or freedom has been threatened by internal conflict, generalised violence, massive violation of human rights or other circumstances seriously disturbing public order in their country of origin.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

In-country: a person within Zambia, whether they entered lawfully or otherwise, may apply for recognition as a refugee to the Commissioner or an authorised officer within seven days of entering Zambia; an asylum seeker must report immediately on entry to a refugee officer or authorised officer to register and apply, and failing to do so is an offence.

What happens after the request: registration, family handling, major support and rights where officially stated?

The permit's 30 days allow for refugee status determination; issuance requires the National Registration Card and passport, if available. The application is submitted to the Refugee Status Determination Committee within thirty days, the Committee considers it within sixty days, and the Commissioner informs the applicant of recognition in writing within seven days of the decision. The applicant and a dependant have the right to remain in Zambia until recognised or, if rejected, until the right of appeal under section 15 is exhausted.
