File at the immigration management office of the provincial police where the person temporarily resides: application plus documents proving continuous temporary residence since before 2000 and lawful accommodation and stable income; the general permanent-residence procedure applies (decision by the Minister of Public Security within 4 months, extendable by up to 2 months). The card must be exchanged every 10 years (no passport copy required for stateless persons). A permanent resident who leaves to reside permanently in another country must return the card at the border gate.
