How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The applicant must have temporarily resided in Vietnam continuously for 3 years or more. The application (with a criminal record from the country of nationality, a diplomatic note from that country's mission, a certified passport copy and proof of eligibility) is filed with the immigration management authority. The Minister of Public Security decides within 4 months of a complete file (extendable by up to 2 months); the card must be collected within 3 months of notification and exchanged every 10 years. A permanent resident may sponsor grandparents, parents, spouse and children to visit Vietnam.
