Limits of the record
  • Searched Arts. 8, 10, 12 and 14 for the NG3 trigger; the only text (membership of a diplomatic, consular, UN or intergovernmental mission) is the Art. 8(3) definition already cited by protected R1/R2/R4 answers, and the captured Article 14 list stops at point (c). The old validity material belongs to R5.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

The general visa conditions stated are a passport or international travel document, an inviting or sponsoring agency/organisation/person in Viet Nam unless an exception applies, and not falling within Article 21 non-entry cases.
