Which travellers require a transit visa/permission and which officially documented exemptions are important?
Foreign citizens and stateless persons need a visa to transit Uzbekistan, except citizens of visa-free countries. Citizens of the countries in Appendix 2 may transit visa-free for up to five days through Uzbekistan's international airports if they hold a flight ticket to a third country issued by Uzbekistan Airways.

Foreign citizens and stateless persons may enter Uzbekistan and transit through its territory only if they have entry visas in accordance with the legislation of the Republic of Uzbekistan. With the exception of citizens of countries for which a visa-free entry regime is established by bilateral international treaties of the Republic of Uzbekistan and Decrees of the President of the Republic of Uzbekistan (the list of such countries and information on the duration of the visa-free regime is provided below).

8. A visa-free regime for up to five days in Uzbekistan has been introduced for citizens of the countries listed in Annex 2, provided that foreign citizens transit through international airports of the Republic of Uzbekistan and have a flight ticket to a third country issued by Uzbekistan Airways JSC.
