Which citizenship, status or regional agreement creates the person's right to move/reside?

The special border residence document is for Brazilian nationals resident in specified Brazilian border cities, allowing labour or educational activity in Uruguay; retirees and pensioners are also included. It is based on the Uruguay-Brazil agreement.

What entry, registration or residence-document formalities remain?

The requirements are a passport or other document valid for both parties; proof of residence in one of the localities listed in the Agreement; 2 recent colour photos, 3 x 4; documents on criminal proceedings and records in the localities of residence over the last 5 years; and a valid vaccination certificate issued in Uruguay. The document allows residence only within the border localities linked to the Agreement (Law 17.659), is valid for 5 years and can be extended before expiry. It does not replace identity documents established under other agreements between the two parties.
