Which population, circumstances or geographic group does the mechanism cover?
A person is recognised as a refugee who, owing to well-founded fear of being persecuted for reasons of membership of a particular ethnic or social group, gender, race, religion, nationality or political opinions, is outside their country of nationality and cannot or, owing to such fear, will not avail themselves of that country's protection; or who, lacking nationality and being outside their country of former habitual residence as a result of such events, cannot or, owing to such fear, will not return to it.
