Which family relationships qualify?

Spouses, cohabiting partners, parents and siblings of Uruguayan nationals qualify, it being sufficient that they prove that link. The National Migration Directorate describes the route as for any foreign national linked to a Uruguayan son or daughter, spouse, cohabiting partner or sibling, which matches the law: the foreign parent of a Uruguayan child qualifies.

The sponsor is a Uruguayan national, and the applicant must submit the identity document or passport of the Uruguayan family member. The two official texts differ on which relatives qualify: Law 18.250, Article 33 (as worded by Law 20.075 of 20 October 2022) covers spouses, cohabiting partners, parents and siblings of Uruguayans, while the Migration Directorate's procedure page (updated 12 March 2026) describes the route as for foreigners linked to a Uruguayan as child, spouse, cohabiting partner or sibling. A foreign widow or widower of a Uruguayan may use this benefit while remaining in the same civil status.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The link with the Uruguayan national is proven with a valid civil-status certificate (national, or foreign issued less than 1 year earlier) or a registered cohabitation judgment (Law 18246); cohabiting-partner status must be proven by registered judicial recognition of the union. All foreign documents must be apostilled or legalised and, where applicable, translated into Spanish, except those issued by Brazil.

Under Law 18.250, Article 33, it is sufficient for the qualifying relatives of Uruguayans to prove the family link. The Migration Directorate's requirements for this route are the applicant's identity document, the Uruguayan relative's identity document or passport, a criminal record certificate, a civil-registry certificate issued less than one year earlier or a registered cohabitation judgment proving the link, and a vaccination certificate issued by a vaccination centre in Uruguay. How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The application starts online (form, documents, payment), is reviewed by the National Migration Directorate, and is completed at an in-person appointment where the original documents are presented. Migrants and their families have rights to health, work, social security, housing and education on an equal footing with nationals. Permanent residence is indefinite unless the conditions of admission lapse or the holder is absent for more than three years; cancellation does not take effect where the foreigner is the mother, father, spouse or cohabiting partner of a national.
