Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Visa applications are received by Uruguay's consulates abroad, which inform the applicant of the requirements. The visa is authorised by the National Migration Directorate, usually taking at least 20 business days from the application; once the consulate receives written authorisation it issues the visa by stamping it in the passport.
