What exactly is the official special programme/status and why does it exist?

General temporary residence is for foreign nationals of any nationality settling in Uruguay for work, study or other legally established reasons.

Which specific population, role, circumstance or historical/legal situation does it cover?

It covers foreign nationals of any nationality settling in Uruguay for work, study or other legally established reasons; the activity rules also cover religious persons belonging to churches, orders or congregations recognised in Uruguay who come to carry out activities of their worship, teaching or assistance. Where the intended activity in the country is under 180 days, the Provisional Identity Sheet procedure may be started instead.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

Before temporary residence is granted, the applicant must prove to the National Migration Directorate the activity that gives rise to the application. Workers: an employer letterhead letter stating the activity, contract term and monthly pay (at least one national minimum wage) with a notarial certificate on the company or a BPS work history. Students: an official certificate from the educational institution (private institutes with notarial certification of the institute) plus sufficient means of living. Religious workers of churches, orders or congregations recognised in Uruguay: a letterhead certificate from the congregation or church stating the activities, the length of the mission and proof of maintenance, with a notarial certification of the association's legal personality.

Dicha carta deberá ser acompañada de un certificado notarial donde ser acrediten todos los datos de la empresa, según la naturaleza jurídica de la misma o Historia Laboral Nominada emitida por el BPS.

    Estudiantes: Probar dicha calidad mediante certificado oficial de la institución educativa -en el caso de ser un instituto privado irá acompañado de certificación notarial de la existencia del instituto y su contralor. Además, se deberá acreditar medios de vida, los cuales deberán ser suficientes para su manutención.

    Religiosos: Pertenecientes a iglesias, órdenes o congregaciones reconocidas en el país, que vengan a desarrollar actividades propias de su culto, docente o asistenciales. Deberán presentar: Certificado expedido por la congregación o iglesia a la que pertenece en hoja membretada, donde se establezca las actividades a desarrollar por los peticionantes, la duración de su misión y constancia de manutención. A ello, se le adjuntará certificación notarial donde se acredite la personería jurídica y demás datos correspondiente a la Asociación Civil.

Temporary residence is granted for a minimum of 6 months and a maximum of 2 years, extendable; for students it is granted for up to one year, extendable for equal periods, not exceeding two years of the total course.
