Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The procedure page states that the mechanism can be requested by Uruguayan citizens, legal residents or residents whose residence is in process, for persons who by their nationality require a visa to enter Uruguay. The decree quoted on the same page states that reunification may be made with a family member who is a permanent resident or whose residence is in process, who has presented means of living in legal form and who gives express consent. The two texts do not use the same wording, and the official source does not state whether a temporary legal resident may act as sponsor.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Any foreign document submitted must be duly legalised or apostilled by the country of origin and translated into Spanish by a Uruguayan public translator if it is in another language. The official source does not list the specific documents that prove the relationship.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Applications start online via the 'Iniciar trámite en línea' button or by email to reunificacion@mrree.gub.uy with the completed form and all required documents; the Visa Office sends the file to the relevant Uruguayan Consulate and, after a favourable decision, the Consular Office contacts the persons to be reunified to have their visa stamped. The stay equals the period granted in the family member's permanent or pending residence, and the person has 30 days from entry to arrange their residence. The official source does not state work rights or a path to independent status.
