For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Some people, depending on their nationality, must apply for a prior visa to enter Uruguay; for them it is an indispensable entry requirement and the visa is needed regardless of the length of stay. The Dirección Nacional de Migración website keeps an updated list of the visa regime by country.

The business visa is for persons who wish to enter Uruguay to carry out business activities, or for investment purposes, or for commercial exchange with Uruguayan companies, companies based in Uruguay, or public bodies.

What maximum stay, rolling-period rule, validity and entry rules apply?

As a non-resident "Negociante" (business traveller) under Law 18.250 Art.36 numeral 3, the permitted stay is 90 days, renewable for a further 90 days (up to 180 days total), per Decree 394/009 Art.13(a). The official source does not state the visa validity or the number of entries.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

The Uruguayan consulate in Bogotá lists a passport valid for at least six months and in good condition; a letterhead invitation letter, signed by the responsible authority, from the company, headquarters or public body in Uruguay issuing the invitation; a letter from the applicant's employer stating the purpose of the trip, the applicant's position, and the company's name and sector; a round-trip itinerary; a hotel reservation or other proof of accommodation; the visa application form; a photo; and an interview with the consular officer.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Visa applications are received by the Uruguayan Consulates abroad, which inform the applicant of the requirements; applicants must contact the Consulate closest to their place of residence. The visa authorisation is granted by the Dirección Nacional de Migraciones and usually takes at least 20 business days from the request; once the Consulate receives the written authorisation it can issue the visa, stamping it in the holder's passport. The permitted stay of 90 days is renewable for a further 90 days; the official source does not state where or when renewal is granted.
