What exactly is the official special programme/status and why does it exist?

EB-4 is the employment-based fourth-preference immigrant visa for special immigrants; labour certification is not required for any subgroup, and special immigrants receive 7.1 percent of the yearly worldwide employment-based limit. The official source does not state why the programme exists.

Religious workers; Special Immigrant Juveniles; certain broadcasters; certain retired G-4 international organisation or NATO-6 civilian employees and family; certain U.S. government employees abroad and family; members of the U.S. armed forces; Panama Canal company or Canal Zone government employees; certain physicians licensed and practising in a U.S. state as of Jan. 9, 1978; and S nonimmigrants who supplied information on criminal or terrorist organisations. DOS also lists Iraqi and Afghan interpreters/translators and U.S.-government employees.

What circumstance, event, relationship, nomination, invitation or status activates access?

Access is triggered by a Form I-360 petition: in some subcategories the employer files, in others the person self-petitions, and some categories need no I-360. For broadcasters, the U.S. Agency for Global Media or its grantee (RFA, RFE/RL) petitions.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

An approved Form I-360 petition is required, except for certain current or former U.S. government employees abroad, who use Form DS-1884. Broadcaster petitions must include a signed, dated attestation describing the job and the applicant's broadcasting expertise.

An immigrant visa leading to admission as a permanent resident (green card, Form I-551). Some EB-4 classifications allow spouse and unmarried children under 21 to be admitted; Special Immigrant Juveniles have no family derivatives.
