What exactly is the official special programme/status and why does it exist?

A route in the Immigration Rules (Appendix VIP Delegate Visa) for a person accompanying a Head of State or Government Minister on an official visit to the UK for a temporary period (less than 1 month). It is not designed for people exempt from immigration control or for other official visits.

Which specific population, role, circumstance or historical/legal situation does it cover?

Government officials aged 18 or older whose sole purpose is to accompany their Head of State or serving government Minister on official business of their government. Delegations are capped at 20 per official visit for a Head of State and 10 for a serving government minister.

An official visit to the UK by the applicant's Head of State or serving government Minister, with the applicant named in a Note Verbale provided by their government confirming they are part of the official delegation.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

The sending government must issue the Note Verbale before the application (not withdrawn), within the cap, stating the applicant's name, date of birth and passport number, the title, purpose and dates of the official visit, that the country supports the application, and that the applicant has sufficient funds without unauthorised working or public funds. The applicant must apply online from outside the UK on the form 'A exempt, diplomatic, official visit vignette or S2 Healthcare Visitor visa', to a designated Visa Application Centre (VAC), with a valid passport and a facial image, and must obtain entry clearance before arrival.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

Entry clearance as a VIP Delegate, granted from three days before the official visit starts to three days after it ends, never exceeding one month. Conditions: no access to public funds, no work other than directly related to the official visit stated in the Note Verbale, and no study. It is not a route to settlement and dependants are not permitted. The official source does not state what happens if the official visit is cancelled or the delegate's role ends.
