What investment option or options qualify?

Real-estate investment qualifies: per ICP, owning one or more UAE properties with a total value of at least AED 2,000,000, fully owned and registered in the investor's name (a loan from an approved local bank is allowed), or having purchased one or more off-plan units totalling at least AED 2,000,000 from an approved local real estate company authorised by the competent local authority. GDRFA Dubai states a mortgaged property is acceptable and all types of properties are included.

How long must the investment be maintained and what continuing ownership, investment or physical-presence conditions are important?

Ownership must continue for the whole Golden Residency: GDRFA Dubai requires a lien on the property to ensure continuity of ownership throughout the residency's validity, and states the property may not be disposed of throughout the 10-year residency period. ICP requires the investor and family to hold comprehensive and valid health insurance throughout the residency's validity. Golden Residence holders are exempt from the 180-day rule; the residency is void only if it expires while the holder is outside the country.

Under the Golden Residence annex to Cabinet Resolution No. 65 of 2022, the ICA may, after the approval of the competent authorities, issue a long-term residence permit for 10 years; the Golden Residence Permit is subject to renewal, for certain categories of foreigners and their families, allowing them to self-reside without the need for a guarantor or host party inside the UAE. Golden Residence Permits are renewed with the approval of the ICA and the competent authorities, in accordance with the same standards and conditions under which they were granted, and after paying the prescribed fees. The UAE government portal lists the residency duration for real-estate investments as 5 years, so the official sources differ on the term for real-estate investors.
