Which citizenship, status or regional agreement creates the person's right to move/reside?

Citizenship of a Gulf Cooperation Council member state: the official UAE Government portal states that GCC citizens do not need a visa to enter the UAE, in contrast to other nationalities that obtain a visa on arrival or must apply in advance.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

As a worker: the official portal lists a dedicated UAE/GCC national work permit that allows establishments to employ a UAE or a GCC national, valid for two years. Entry itself is visa-free for GCC citizens. The official source does not state other residence bases such as self-employment, study, jobseeking or self-funded stay.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Under the executive regulation, the spouse of a GCC citizen and their children who hold foreign passports may be granted a Non-Working Residence Permit with the spouse as guarantor, provided the foreigner holds a residence permit in the guarantor's State, the guarantor is financially solvent, adequate housing is provided for family members, and kinship is proven. ICP states a two-year renewable residence for GCC national sponsors, which may be issued for one year, with a 90-day stay allowed after cancellation or expiry.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

The GCC Economic Agreement provides national treatment for GCC citizens in movement and residence, as well as work and economic activities in another member state.
