What exactly is the official special programme/status and why does it exist?

The programme is a temporary residence permit for foreigners and stateless persons serving under contract in the Armed Forces of Ukraine and other military formations, established by Law of Ukraine No. 4730-IX of 17 December 2025. It exists to regulate their legal status and allow them to be considered legally staying in Ukraine, and to enable access to banking, notary, medical, and other social services.
