For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

A short-term C visa is issued when a foreigner or stateless person intends to stay in Ukraine up to 90 days in 180 days. The official MFA page directs travellers to a separate page to check whether they need a visa, and describes e-Visas for holders of passports of 45 specified countries without listing those countries.

What short-visit purposes does this route cover?

The accepted C visa purpose documents cover visits invited by a Ukrainian-registered entity, private visits on a notarised invitation from a Ukrainian national or legal resident, invitations from Ukrainian state bodies, carriers' crews/transport, persons of Ukrainian descent, tourism, medical treatment, investment in Ukraine's economy, ownership of real estate in Ukraine, short-term missionary activity, foreign mass-media staff, invitations from foreign states or international organisations, official election observers, and spouses, parents or children of Ukrainian citizens.

What maximum stay, rolling-period rule, validity and entry rules apply?

For a short-term C visa, the maximum stay is up to 90 days within every 180 days. C visas may be issued as single, double, or multiple entry, valid for 6 months or another period depending on supporting documents, but cannot be issued for more than a 5-year term.

For a C visa: a passport valid at least 3 months after departure, with 2 free pages and issued within the last 10 years; a printed and signed application form; one 35x45 mm photo; medical/travel insurance covering Ukraine for the stay with at least EUR 30,000 coverage (diplomatic/service passports exempt); proof of sufficient funds (e.g. bank statement for 2 recent months, cash, bank cards with balance statements, hotel/accommodation booking, employer/sponsor letter, return/transit ticket; diplomatic/service passports exempt); a paid visa fee receipt; plus documents confirming the purpose of the visit.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

A C visa application can be made at Ukraine's embassies or consulates abroad, at MFA visa divisions at Boryspil and Odesa international airports in certain emergency cases, at one of 71 Visa Application Centres abroad, or online via the e-Visa system for eligible nationalities, not earlier than 3 months before the planned entry. Processing takes up to 5 working days (expedited) or up to 10 working days (regular, extendable to 30 working days for additional checks), and 9 working days for e-Visas. The basic fee is $65.00 for regular service, doubled for expedited service. The page does not provide information on extending or changing a C visa after entry.
