What family, citizenship, ethnic, historical or former-resident connection creates access to this route?

The qualifying connection is the right to acquire Ukrainian citizenship by territorial origin, for which immigration permits are issued outside the quota. Under the Law on Citizenship, this applies to a stateless person, or a foreigner who has submitted an obligation to terminate foreign citizenship or an application for acquiring citizenship of Ukraine, who himself/herself or at least one of whose parents, grandfather or grandmother, sibling (full or half), son or daughter, or grandchild was born or resided permanently until 24 August 1991 in the territory that became the territory of Ukraine, or was born or resided permanently on other territories that were part of the Ukrainian People's Republic, West Ukrainian People's Republic, Ukrainian State, Ukrainian Socialist Soviet Republic, Transcarpathian Ukraine, or Ukrainian Soviet Socialist Republic (USSR); such a person should be registered as a citizen of Ukraine.

The immigration ground results in an immigration permit (a decision allowing a foreigner or stateless person to immigrate); the immigration permit and arrival for permanent residence are the basis for a permanent residence permit.

What application progression, residence obligations, family consequences or further citizenship/residence possibilities follow?

A person living abroad who obtains the immigration permit is issued a long-stay visa on request; the permit is valid for one year; after arrival the immigrant must apply for a permanent residence permit no later than 15 working days before the long-stay visa (or permitted stay) expires; the permanent residence permit is issued for 10 years. Foreigners registered as Ukrainian citizens by territorial origin who undertook to terminate foreign citizenship must submit proof of termination within two years of registration. Residence obligations and family consequences are not stated.
