What exact activity, role or purpose qualifies?

This route is a 'Permit to Enter and Reside' issued under Regulation 3(1)(e) of the Immigration Regulations, for a cultural or religious purpose. The official source does not define the qualifying cultural or religious activity.

What organisation, institution, religious body, charity, teacher or host must support the activity?

The Regulations do not require a host organisation; the applicant must provide evidence of financial capacity or, alternatively, a Permit to Enter and Reside Sponsorship form (Form 6) from a resident sponsor.

A cultural or religious Permit to Enter and Reside may be granted for a maximum stay of one year and may be extended under Regulation 4(4), not more than three times in any five-year period unless the Minister certifies, on the Citizenship Committee's advice, that a further extension is in the national interest. The prescribed fee is $100 for the principal applicant and $50 for each dependant. The official source does not state whether the holder may change host or activity.
