For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Unless otherwise stipulated in Turkmenistan's international agreements, foreign citizens and stateless persons enter Turkmenistan on visas; the Private visa (PR1, PR2) is one of the visa categories issued for entry into and exit from Turkmenistan. The official source does not publish the list of nationalities exempted from visas by international agreements.

What short-visit purposes does this route cover?

Private visits: foreigners coming to Turkmenistan on private (personal) matters, on the written or electronic application of the foreigner or of the legal/physical person receiving them. The PR file includes a document confirming the relationship and, for an inviter who is a foreigner or stateless person, their residence permit or stateless-person certificate.

What maximum stay, rolling-period rule, validity and entry rules apply?

No maximum stay is published for PR visas. Visas may be single-, double- or multiple-entry, and ordinary visa fees are set by length of stay (up to 10 days, 20 days, 1 month, then each further month). State Migration Service invitations for visas are issued for three months.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

Passport valid for at least six months after the visa's expiry date, with at least two blank visa pages; the original or a copy of the invitation letter issued by the State Migration Service; the visa application; colour photographs. The authorities may also request certificates that the person does not have HIV, sexually transmitted diseases, drug addiction or other diseases harmful to public health.

    Also, at the request of the Ministry of Health and Medical Industry of Turkmenistan, the State Migration Service of Turkmenistan, in addition to the documents and information specified in the above chapters of this List, may request certificates issued by the Ministry of Health and Medical Industry of Turkmenistan, that a person does not suffer from a chronic infectious disease (HIV virus) causing human immunodeficiency virus, from sexually transmitted diseases, from drug addiction or diseases that may cause harm to the health of the population of Turkmenistan.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The invitation is issued by the State Migration Service inside Turkmenistan (10 working days, 3 urgently, up to 45 calendar days in some cases); the visa itself is issued abroad by Turkmen diplomatic and consular services on the traveller's own application. Extensions are granted by the State Migration Service only while the foreigner is in Turkmenistan, applying before the visa expires.
