The HM visa covers foreigners making trips of a humanitarian nature, shown by documents on: cultural and educational activities, international exhibitions, fairs, conferences, festivals and other cultural/educational events; registration of religious organisations in Turkmenistan; humanitarian assistance under official agreements with state organisations; funeral and commemorative ceremonies with close relatives in Turkmenistan; youth and school exchange programmes.

It is a direct visa application: a written or electronic application by the foreigner or by the legal/physical person receiving them in Turkmenistan, with documents proving the humanitarian nature of the trip. Visas are issued inside Turkmenistan through the State Migration Service and outside Turkmenistan through Turkmen diplomatic and consular missions.

What happens after the request: registration, family handling, major support and rights where officially stated?

Visa applications are considered in 10 working days (3 working days urgently), in some cases up to 45 calendar days. Foreigners travelling with humanitarian assistance agreed with the interested state bodies are exempt from the state fee. After arrival, foreigners must register within three working days. No support or rights during the process are stated.

Which competent authority, UN body or official assistance channel should the person use?

The competent authority for HM visas is the State Migration Service of Turkmenistan, which issues invitations inside the country; outside the country visas are issued by Turkmen diplomatic and consular services. For asylum (a different mechanism), UNHCR states that the State Migration Service manages asylum procedures, including registering asylum-seekers and determining refugee status.
