What investment option or options qualify?

This is the exceptional acquisition of Turkish citizenship by investment under Article 12 of Law No. 5901, as amended on 28 July 2016. The Investment Office lists seven qualifying options: a minimum fixed capital investment of USD 500,000; acquiring a property worth a minimum of USD 400,000 with a title deed restriction on resale for at least three years; creating jobs for at least 50 people; depositing a minimum of USD 500,000 in banks operating in Türkiye; buying government bonds worth a minimum of USD 500,000; buying real estate investment fund or venture capital investment fund shares worth a minimum of USD 500,000; and depositing a minimum contribution of USD 500,000 in private pension funds. Foreigners holding the Turquoise Card may also acquire citizenship on the same legal basis.

What official minimum amount, tier or threshold applies to each relevant option?

The real estate option requires acquiring a property worth a minimum of USD 400,000 or the equivalent in foreign currency, attested by the Ministry of Environment, Urbanization and Climate Change. The other options are set at a minimum of USD 500,000 each, except job creation, which requires creating jobs for at least 50 people attested by the Ministry of Labor and Social Security. These are investment amounts; the Investment Office page does not state any government or application fee.

How long must the investment be maintained and what continuing ownership, investment or physical-presence conditions are important?

The property must carry a title deed restriction on its resale for at least three years. The other financial options carry equivalent three-year conditions: a bank deposit must not be withdrawn for at least three years, government bonds must not be sold for at least three years, fund shares must not be sold for at least three years, and a private pension contribution must remain in the private pension system for at least three years. The Investment Office page states no physical-presence condition.

Which family members can be included where officially stated, and what broad residence/work rights result?

The investor's foreign spouse and the minor or dependent foreign children may also acquire Turkish citizenship by Presidential decree under Article 12 of Law No. 5901, subject to national security and public order. While qualifying, an investor under Article 31(j) of Law No. 6458, the foreign spouse and minor or dependent foreign children may be granted a residence permit for up to five years. The official source does not state their work rights.

    Article 12 of the Law No. 5901 on Turkish Citizenship titled "Exceptions for the acquisition of Turkish citizenship" stipulates that foreigners who obtain a residence permit pursuant to subparagraph (j) of the first paragraph of Article 31 of the Law No. 6458 on Foreigners and International Protection, foreigners who hold Turquoise Cards and their foreign spouses, and their foreign spouses' minor or dependent foreign children may acquire Turkish citizenship by a Presidential decree, provided that there is no obstacle in terms of national security and public order.

    On the other hand, in subparagraph (j) of the first paragraph of Article 31 of the Law No. 6458 on Foreigners and International Protection, it is stipulated that those who do not work in Türkiye but who will invest in the investment scope and amounts determined by Article 20 of the "Regulation on the Implementation of the Turkish Citizenship Law" titled "Exceptional acquisition of Turkish citizenship, documents required for application and procedures to be carried out" and their foreign spouse, themselves and their spouse's minor or dependent foreign child may be granted a residence permit for a maximum period of five years.

What status is obtained, how is it renewed, what longer-term residence/citizenship direction is officially stated, and what happens to the investment when relevant?

The status obtained is Turkish citizenship, acquired exceptionally on the resolution of the President of the Republic of Türkiye; meeting a criterion makes a foreigner eligible subject to that decision, not automatically entitled. The legal route runs through a residence permit obtained under Article 31(1)(j) of Law No. 6458 by investing within the scope and amount determined by the President, or through holding a Turquoise Card. The scope and amounts were set by regulations published in the Official Gazette on 18 September 2018.
