What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is temporary protection, a group regime provided by the Government of Türkiye rather than an individual asylum status. The Presidency of Migration Management is the responsible governmental body for all asylum procedures in Türkiye, including the temporary protection regime. Syrian citizens within temporary protection cannot apply individually for international protection.

Which population, circumstances or geographic group does the mechanism cover?

It covers Syrian nationals, as well as stateless persons and refugees from Syria, who came to Türkiye due to events in Syria after 28 April 2011. All Syrian refugees who seek protection are covered by the regime, including those unable to present any identification documents from Syria.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Protection is requested in country: a Syrian national, stateless person or refugee who came to Türkiye from Syria approaches the Provincial Directorate of Migration Management in the province where they are residing and seeks protection in order to become a beneficiary of temporary protection. People seeking temporary protection are not punished, for example by administrative fines, for irregular entry or stay, provided they are identified by the Turkish authorities on entry and seek protection, or approach the authorities themselves within a reasonable period with a valid reason.

What happens after the request: registration, family handling, major support and rights where officially stated?

Beneficiaries are provided with protection and assistance in Türkiye, including the right to stay until a more permanent solution is found and protection against forcible return to Syria. The Temporary Protection Regulation sets out a range of rights, services and assistance, including access to health, education, social assistance, psychological support and access to the labour market. On work specifically, Syrians under temporary protection have the right to work and can apply for a work permit six months after completing their registration procedures and obtaining an ID card with a number starting 99.

The application must be made in your province of residence and you must not have previously obtained a work permit.

Which competent authority, UN body or official assistance channel should the person use?

The responsible authority is the Presidency of Migration Management, through the Provincial Directorate of Migration Management in the province of residence. UNHCR Türkiye publishes this guidance and works with partner organisations; for labour-market access it recommends registering with İŞKUR, the Turkish Employment Agency, and with UNHCR partners that provide counselling on available opportunities.
