What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is subsidiary protection, a status granted upon status determination to a person who could not be qualified as a refugee or as a conditional refugee. It is part of the Turkish international protection regime operated by the Presidency of Migration Management, not a separate humanitarian admission or resettlement programme.

Which population, circumstances or geographic group does the mechanism cover?

It covers a foreigner or stateless person who qualifies neither as a refugee nor as a conditional refugee but who, if returned to the country of origin or country of former habitual residence, would be sentenced to death or face execution of the death penalty; face torture or inhuman or degrading treatment or punishment; or face a serious threat from indiscriminate violence in situations of international or nationwide armed conflict, and who therefore is unable or, because of that threat, unwilling to avail themselves of that country's protection.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Subsidiary protection is decided in the same international protection procedure. Applications are made in person to the governorates, that is the Provincial Directorate of Migration Management, and cannot be lodged through a lawyer or legal representative. UNHCR Türkiye states that the applicant is obliged to apply to the Provincial Directorates individually, and that an applicant will not face criminal action for irregular entry or stay provided a justified reason is given.

What happens after the request: registration, family handling, major support and rights where officially stated?

The assessment is finalised no later than six months after registration, with an in-person interview normally within 30 days of registration. Applications on behalf of a family are evaluated as a single application and the decision is valid for the whole family. Applicants and persons with international protection status can work in Türkiye within the framework of Article 89(4) of the Law, and those without health insurance and ability to pay are covered by the general health insurance law for one year from registration. A negative decision may be appealed to the International Protection Evaluation Commission within 10 days or to the administrative court within 30 days.

Which competent authority, UN body or official assistance channel should the person use?

The competent authority is the Presidency of Migration Management and its Provincial Directorates. UNHCR Türkiye states that the State of Türkiye is the principal provider of protection and that registration with the Turkish authorities is the most important way of securing rights. Legal aid for appealing negative decisions is provided by the Legal Aid Bureaus under each Bar Association in Türkiye.
