What education or training is this pathway designed for?

This is the Turkish student residence permit used for higher education. It is issued to foreigners who will attend an associate, undergraduate, graduate or postgraduate programme, or who will receive education for a speciality in medicine (TUS) or in dentistry (DUS). The permit is regulated by Articles 38-41 of the Law on Foreigners and International Protection No. 6458. The same permit type also covers foreigners receiving primary or secondary education who do not hold a family residence permit, which is a separate applicant group from higher education.

What type of institution/course must accept or enrol the applicant?

The relevant institutions are universities under the Turkish Higher Education Board: foreigners invited by such universities to study at associate, undergraduate, graduate, post-graduate or PhD level under international student exchange programmes, cultural programmes or EU Education and Youth Programmes may enter visa-free and apply for residence to the Provincial Directorates of Migration.

What are the most important financial or study-related conditions: tuition, funds, insurance, full-time study, attendance or equivalent?

The conditions this official page gives for a student residence permit are those of Article 39: submit supporting information and documents related to the aim of stay in Türkiye under Article 38; not fall within the scope of Article 7 of the Law; and submit information on the address of stay in Türkiye. On health cover, no separate health insurance is required if the student requests general health insurance within three months from the date of admission under the Social Insurances and General Health Insurance Law; a student who loses that right by not applying within three months must take out private health insurance. No financial-means threshold is stated on this page.

Can the student work? Under what major restrictions? What is the family position where clearly stated?

Work is allowed but never automatic. Foreign students attending an associate, undergraduate, graduate or postgraduate programme in Türkiye may work provided they obtain a work permit, and work permit applications are made to the Ministry of Labour and Social Security. For associate and undergraduate students the right to work only starts after the first year of study. On family, the student residence permit allows the holder to be a sponsor only for a spouse and children in family residence permit applications; it gives no residence right to other relatives.

However the right of work for associate or undergraduate students starts after the first year (of their study). Work permit applications shall be made to the Ministry of Labour and Social Security.

How long does the status last, how is it renewed, and what officially documented post-study work or residence possibilities exist?

If the period of study is less than a year, the permit cannot exceed the period of study; a permit may be issued for the period of study to those studying through state institutions and organisations. On a change of faculty or department in the same institution, or of institution in the same province, the permit is preserved if studentship is not interrupted and the change is announced in time, and if the permit is shorter than the study period it is extended to it; continuing in another province cancels the permit and the governorate issues a new one for the duration of education. A student permit is refused, cancelled or not renewed where requirements are not met or no longer apply, where studies are possibly not to be continued, where it is used for another purpose, or where there is a removal decision or entry ban. After graduation, foreigners applying within six months of graduating from a Turkish higher-education programme can get a residence permit once, for up to one year. Half of student permit durations count towards the eight years of continuous residence for a long-term permit.
