Which citizenship, status or regional agreement creates the person's right to move/reside?

The legal basis is citizenship of the Turkish Republic of Northern Cyprus, which the Presidency of Migration Management lists as purpose 14 of the short-term residence permit. Note that this is a residence permit under Articles 31-33 of the Law on Foreigners and International Protection No. 6458, granted for a stated purpose of stay; the official page does not describe it as a free-movement or treaty right.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

A short-term residence permit issued on this basis is granted for a five-year period at most, which is an exception to the general two-year maximum for short-term residence permits. A long-term residence permit is issued by governorates, upon approval of the Ministry, to foreigners who have continuously resided in Türkiye for at least eight years on a permit; the full duration of residence permits other than student permits counts towards those eight years. A long-term residence permit is cancelled where the holder stays out of Türkiye continuously for more than one year for reasons other than health, education and compulsory public service in their own country.
