For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

It depends on nationality. The Ministry of Foreign Affairs states that some applicants are exempt from a visa for a touristic or business visit, others can obtain an e-Visa, and all remaining applicants need to obtain a visa through Turkish representations abroad. The Ministry publishes the position for each country individually, for example that ordinary and official passport holders of Andorra are exempt from a visa for up to 90 days in any 180-day period. Türkiye's visa regime may change according to the reciprocity principle.

What short-visit purposes does this route cover?

The tourist/businessperson visa category covers touristic visits, single transit, double transit, business meetings/commerce, conferences/seminars/meetings, festivals/fairs/exhibitions, sportive activity, cultural artistic activity, official visits and visits to the Turkish Republic of Northern Cyprus. Travel for purposes other than tourism or trade, such as work or study, requires a visa obtained through Turkish representations abroad.

What maximum stay, rolling-period rule, validity and entry rules apply?

Turkish consular offices may issue visas with a maximum duration of stay of 90 days in all types of visa application. The length of stay provided by a visa or visa exemption cannot exceed 90 days within each 180 days, and this rule binds all foreigners travelling to Türkiye. A person holding two passports cannot stay 90 days on each passport within the last 180 days. Anyone wishing to stay longer than 90 days must apply for a short-term residence permit at the Provincial Directorate of Migration Administration. With a valid visa no residence permit is needed for up to 90 days.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

All applicants are required to have medical insurance valid during their stay in Türkiye. The passport must have an expiration date at least 60 days beyond the duration of stay of the visa, e-Visa, visa exemption or residence permit, and the Ministry also advises holding a travel document valid for at least 6 months from the date of arrival. Any applicant under the age of 18 must submit official written approvals from both parents.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Non-exempt visitors obtain their visa or a consular appointment through the Pre-Application System for Turkish Sticker Visa (visa.gov.tr), which directs applicants who meet the requirements to the e-Visa system (evisa.gov.tr); in countries where Türkiye has no consular representation, online scheduling with the nearest accredited consular office can be used. Applying at least one month before planned travel is recommended. To stay longer than the time allowed by the visa, a visa exemption or ninety days, the foreigner must apply for a residence permit through the e-residence system.
