Which citizenship, status or regional agreement creates the person's right to move/reside?

The right derives from Article 46 of the Revised Treaty of Chaguaramas: a CARICOM national may seek work and/or engage in gainful employment in any participating CSME Member State without needing a work permit there.

    The free movement of skills/labour includes the right of a CARICOM national under Article 46 of the Revised Treaty of Chaguaramas to seek work and/or engage in gainful employment in any of the participating CSME Member States, without the need to obtain a work permit in the Member State in which he/she wishes to work.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

Residence is tied to legitimate economic activity: the person must be engaged in legitimate economic activity within an approved category (university graduates, artistes, musicians, media workers, sportspersons, nurses, teachers, artisans, associate-degree holders, domestic workers, agricultural workers, private security officers).

What entry, registration or residence-document formalities remain?

The national must apply for and be granted a Skills Certificate. On entry, CSME nationals receive an automatic 6 months; within that period the certificate must be verified by the competent authority (usually requested by the employer or Immigration Division); once verified, the holder, spouse and dependants visit Immigration to receive the stamp to reside. Holders of certificates not issued by Trinidad and Tobago must complete verification within six months of entry, at no cost.

    CARICOM nationals who fall into any of the approved categories and wish to work in another participating CSME Member State must apply for and be granted a Certificate of Recognition of Caribbean Community Skills Qualification (Skills Certificate).

    On entry into a CSME participating country, CSME nationals receive an automatic 6 months;

    Within this 6 month period, all holders of CSME Skills Certificates must have their Certificate verified by the competent authority of that country.     Once the Skills Certificate is verified as authentic and notification of such has been received from the Ministry of Foreign and CARICOM Affairs or by the Immigration Division, the holder, his/her spouse, and dependents should visit the Immigration authorities in order to receive the appropriate stamp to reside in the Member State.

    Holders of a CSME Skills Certificate NOT issued by Trinidad and Tobago, **must** complete the verification process within six (6) months of entry into Trinidad and Tobago. **There is no cost attached to the verification process**.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

The spouse and immediate dependent family members may move with the Skills Certificate holder; the Act says they are to be allowed to enter for the duration of the permission given to the national.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

An indefinite stay is allowed subject to immigration requirements, but free movement of skills is expressly not a right to permanent residency or citizenship; a person wishing to migrate must apply under the host country's law.
