What exactly is the official special programme/status and why does it exist?

Under Regulation 7(iv) of the Tokelau Immigration Regulations 1991, a special permit may be granted for a period not exceeding 1 year and, unless the Administrator specifies otherwise, allows the holder to reside and work in Tokelau for the currency of the permit.

Which specific population, role, circumstance or historical/legal situation does it cover?

The regulations do not limit a special permit to a named population. Grant and permit type are within the Administrator's discretion, subject to the regulations.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

Before a permit can be granted, the applicant applies through an authorised Tokelau or New Zealand channel, completes Schedule form 1, pays NZ$20 per application and supplies relevant information required by the Administrator.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

The holder may reside and work in Tokelau for the currency of the special permit (up to 1 year), unless the Administrator specifies otherwise for that particular permit. The official source does not state whether family can be included or what happens when the permit ends.
