What exactly is the official special programme/status and why does it exist?

The decree recognises a fourth, non-tourism/non-immigration/non-professional visa category, the courtesy visa (“visa de courtoisie”), reserved for cases requiring formal diplomatic endorsement rather than an ordinary tourism, immigration or professional purpose.

This basis covers persons whose entry requires a formal note verbale signed by the minister responsible for Foreign Affairs; unlike ordinary tourism or immigration visas, only professional and courtesy visas may exceed the standard ninety (90) day limit.
