What exactly is the official special programme/status and why does it exist?

This is the Thai Diplomatic Visa, set out by the Ministry of Foreign Affairs in a section headed "4. DIPLOMATIC / OFFICIAL VISA" that covers the Diplomatic and Official visas together. It exists so that, upon official request, Thai Embassies and Consulates-General may grant visas to diplomatic or official passport-holders who are going to assume duties at a foreign Diplomatic Mission or Consulate or at an International Organization in the Kingdom, and to their family members. It is described separately from the Transit, Tourist and Non-Immigrant visa types on the same page.
