What exactly is the official special programme/status and why does it exist?

This is the Thai Courtesy Visa, described by the Ministry of Foreign Affairs in the section headed "5.COURTESY VISA". It exists so that, upon official request, Thai Embassies and Consulates-General may grant a courtesy visa to a person entering the Kingdom on official duty and/or other purposes, where that person is not covered by the Diplomatic or Official visa. It is the only category on this page that reaches ordinary passport-holders on an officially supported visit.
