Which travellers require a transit visa/permission and which officially documented exemptions are important?

A Transit Visa may be issued to foreign nationals who seek to enter Tanzania while travelling onward to another country. The Immigration guideline separately exempts nationals of EAC member states, SADC member states except Comoros, and Commonwealth member states except the United Kingdom, Canada, Nigeria, India, Pakistan, Australia and New Zealand from visa requirements to enter Tanzania. What officially documented baggage collection, terminal, separate-ticket or self-transfer situations affect the immigration requirement?

For different airlines, passengers must check the relevant baggage policy and whether an interline baggage agreement exists; without such an agreement, passengers are responsible for check-in and baggage delivery during transit.
