The A-1 matrix gives no numerical investment-capital threshold and refers to the minimum stipulated in the Investment Act or other written laws. Separately, the guideline's Class A First Grant table for an applicant joining an existing company (RPA) lists USD 100,000 capital, marked as half for EAC applicants; it is not stated as the A-1 threshold. Permit fees are separate: the A-1 row lists USD 1,000 in the fee column and 500 in the EAC citizens fee column, without a separate currency label; the Diaspora column contains a dash.
