For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

A private visa of categories XS1 and XS2 exists for this purpose under the visa rules. It is one of the standard visa categories; a standard visa is issued as a sticker attached to the passport and, according to the Berlin embassy page, is applied for by submitting the application online at visa.gov.tj and then attending an appointment at the embassy. The sources do not give a full nationality matrix of who needs a visa.
